APBE Weekly Overseas Biomass Policy Report

Key international biomass policy highlights not to be missed this week:

EU & Italy: The European Commission has approved a €6 billion Italian funding scheme for renewable hydrogen production, explicitly including biomass-based hydrogen production technologies within the scope of eligible applications. The scheme runs until the end of 2029, with the aim of producing 200,000 tonnes of renewable hydrogen annually for use in transport and industry, where biomass conversion processes (biothermochemistry and thermochemistry) will play a key role.

 

US Environmental Protection Agency (EPA): The US Environmental Protection Agency has finalised the increase in the Renewable Fuel Volume Obligation for 2026–2027, setting the total renewable fuel target for 2026 at 25.82 billion Renewable Identification Numbers (RINs) and for 2027 at 25.98 billion. Notably, the target for biomass-based diesel will rise to 8.86 billion RINs in 2026 and 8.95 billion in 2027. Furthermore, the regulation removes renewable electricity from the Renewable Fuel Standard (RFS) programme to focus more closely on the development of biofuels.

 

Brazil: The Brazilian government has officially launched the National Bioeconomy Development Plan (PND Bio), placing biomass at the heart of its economic growth strategy for 2035. The plan focuses on expanding the production of biomass-based products (including ethanol and renewable fuels), promoting the sustainable use of agricultural and forestry biomass, and has outlined 185 strategic actions to drive industry development.

 

These policies reflect a global consensus on advancing biomass development and present new opportunities for the integrated application of biomass technologies in the Asia-Pacific region.
